The City Clerk’s Office serves the City Council, and is a resource and liaison for the public and City Staff, as well as functioning as administrative support for the City Manager’s Office. The City Clerk administers democratic processes such as elections, access to city records, and all legislative actions ensuring transparency to the public. The City Clerk acts as a compliance officer for the federal, state, and local statutes including the Political Reform Act, the Brown Act, the Public Records Act; and maintains the Qualified Contractors List and a comprehensive historical collection of city records.

Mobile Home Park Rent Stabilization
On January 5, 2011, the City Council adopted Ordinance No. 1126 establishing a mobile home park rent stabilization program. Corresponding with that ordinance is a Resolution that gets periodically updated, which details the fees and administrative costs. Per the ordinance and resolution, each year the City Clerk does the following:
  • Sends a letter to the mobile home park owners to establish the October CPI Index, used to determine the rent rate increases.
  • Prepares the annual administrative costs, and sometimes invoices the mobile home parks for fees to keep the arbitration fund viable.
  • Sends notices to the mobile home park residents to educate them to the city webpage and the ordinance and resolution.
  • Presents an annual report to the City Council on the mobile home park rent stabilization fees.
Mobile home park residents are encouraged to read through Ordinance 1126 and the current Resolution to better understand how the rent increases, fees, and pass-through charges operate:

Qualified Contractors
All Licensed Contractors who wish to be included on the City of Ukiah’s list of qualified bidders for the year 2024, should submit the name and address to which Notice of Bids or Proposals should be mailed, a phone number at which the contractor may be reached, the type of work in which the contractor is interested and for which the contractor is currently licensed (e.g. earthwork, pipelines, electrical, painting, general building, etc.) together with the class of contractor’s license or licenses held, and the contractor’s license number(s).
