The City of Ukiah is fortunate to have a sizable number of citizen volunteers serving on boards, commissions, and committees which complete business of their own or make recommendations to the City Council. All members are appointed by the City Council with terms generally commencing in July. These are:



Ad Hoc Fire Integration Study Committee

This ten member board was appointed by the City Council and the Ukiah Valley Fire District Board to evaluate opportunities to bring greater efficiencies to the fire service in the Ukiah area.

     Ad Hoc Fire Integration Study Committee Agendas and Minutes

Airport Commission

This Commission meets the first Tuesday of each month for regular meetings. The Airport Commission is a five member Commission appointed by the City Council.

This Commission shall consist of five (5) members. Except as provided herein, three (3) of the members shall be residents of the City and two (2) may reside outside the City limits but within Mendocino County. Members shall be appointed according to procedures established by resolution of the City Council. The members shall be appointed for a term of three (3) years which terms shall be staggered.

Such Commission shall: Act in an advisory capacity to the City Council in all matters pertaining to the operations of the municipal airport; Aid and advise the City Manager in the selection of personnel for the operation of the municipal airport in keeping with the provisions of the civil service ordinance; Recommend and advise regarding the purchase of supplies, materials and service required for the operation and maintenance of the municipal airport.

Building Appeals Board

This five (5) member board meets on an as needed basis to hear and decide appeals of orders, decisions or determinations by the building official.

The Board shall consist of five (5) members and three (3) alternates appointed by the City Council. The building official is the ex officio member.

Qualifications: A person is qualified to serve on the Board, if he or she satisfies any of the following qualifications: (1) A registered design professional in good standing with the applicable licensing board with not less than five years of experience as a registered design professional; (2) Licensed general or specialty contractor in good standing with the Contractors State Licensing Board with not less than five years of experience as a licensed contractor; (3) a certified building inspector or fire inspector with not less than five years experience as a certified inspector.  Members must be residents of or licensed to conduct business in the Ukiah Valley, Redwood Valley or Potter Valley. Shall serve without compensation. No officer or employee of the City shall be appointed to said Board. The members shall be appointed for a term of three (3) years which terms shall be staggered.

     Board of Appeals Application for Appointment

Civil Service Board

This three (3) member board meets on an as needed basis to consider personnel matters.

The Civil Service Board shall consist of three (3) members. One shall be appointed by the City Council, one shall be appointed by the employees and one shall be appointed by the other two (2) members.

Qualifications: The members of the Civil Service Board shall be residents of the City for a continuous period of at least one year immediately preceding appointment to said Board, shall be qualified electors of said City, and shall serve without compensation. No officer or employee of the City shall be appointed to said Board, nor shall any member, while a member of the Board or for a period of one year after he or she has ceased for any reason to be a member, be eligible for appointment to any salaried office or employment in the service of the City or to any City elective office.

Demolition Permit Review Committee

This five member advisory committee meets on an as needed basis to consider applications to demolish structures which exceed 50 years of age.

The Committee shall consist of five (5) members who shall be appointed by the City Council as follows: Director of Planning and Community Development or assigned designee, Director of Public Works/City Engineer or assigned designee, Building Inspector or assigned designee, a representative of the Mendocino County Historical Society or other group/organization involved with local history, or a local historian, a City of Ukiah resident with expertise in architecture, building, or closely related field.
The appointments of Staff do not expire, but the remaining members terms expire after three (3) years of service.

The duties of the Demolition Permit Review Committee shall include:
Research of historical, cultural and architectural significance of the subject structure; Evaluation of the feasibility of rehabilitating or relocating the structure if it is deemed historical; In the event that the structure is found to have historic or architectural significance, determine if the salvaging of historic materials is feasible; Recommendation to the City Council regarding whether any of the criteria listed in the Ukiah City Code Section 3016(E) apply to the subject structure, and whether or not the Demolition Permit should be issued, issued with conditions, or denied.

Design Review Board

This seven member advisory board meets at 3:00 p.m. on the second and fourth Thursdays of the month as needed to evaluate development proposals within the Redevelopment Project Area.

The Board shall consist of seven (7) persons with design experience and community interest, of whom: four (4) shall reside, or own real property or a business within the City of Ukiah city limits, and three (3) shall represent the community at large with no ownership or residency requirement.  

This Board serves as an advisory body to the Planning Commission on Major Use and Site Development Permits, Zoning Administrator on Minor Use and Site Development Permits, Finance Review Committee on Facade Improvement Permit applications, and City Council or other city policy boards as set forth in the Ukiah City Code or as directed by the City Council or Ukiah Redevelopment Agency.

The Design Review Board shall review construction, renovations, and alterations to building exteriors located within the boundaries of the Downtown Design District for consistency with the Downtown Design Guidelines. The Board shall represent to the degree possible a cross section of the community and a range of experience and education relevant to its functions, such as: architecture, landscape architecture, building design, community, city or urban planning, construction trades, engineering or surveying, historical or cultural preservation, environmental planning, Ukiah Main Street Program director.

Investment Oversight Committee

This five member committee meets on an as needed basis (but at least once each year) to consider recommendations from the investment advisor.

The members of the Oversight Committee shall be the City Manager, Director of Finance, a City Councilmember appointed from time to time by the City Council to serve at the pleasure to the Council, a public member, and the City Treasurer, who shall serve as Chairman. The public member shall be appointed by the City Council for a two year term with no limit to the number of terms an individual may serve; shall have governmental accounting experience (i.e. served as an outside Auditor, Public Agency Finance Director, or CPA), and may not have been employed by the City of Ukiah at any time during the three years preceding the appointment date.

Committee duties and responsibilities shall include:
Conduct comprehensive review of the City’s investment activities to ensure regulations are adhered to and adopted strategies are appropriate and being followed; Review Annual Audit of Investments; Review policy, investment strategies, and investment performances; Develop long range planning for the City’s investment portfolio; Receive and review monthly portfolio reports and quarterly performance reports from Advisory firm; Report its findings and make recommendations as needed to the City Council.

Parks, Recreation, and Golf Commission

This seven member advisory committee is a combination of the Parks and Recreation Commission and the Golf Committee. It meets at 5:30 p.m. on the third Tuesday of each month.

The Commission shall consist of seven (7) members as follows: One member of the Ukiah Men's Golf Club, one member of the Ukiah Women's Golf Club, one member of either the Men's or Women's Golf Club. Four (4) at large members who may reside within the city limits or outside the city limits but within Mendocino County; provided that a majority of the seven (7) committee members must reside within the city limits.
All members of the commission shall be appointed by the City Council.


The Parks, Recreation, and Golf Commission shall have the power and duty to recommend and advise on: Policies to be adopted and enforced for the operation, use and management of all recreation activities and facilities, parks and parkways; Policies for the planning of recreation and parks programs for the inhabitants of the City, promote and stimulate public interest therein, and to that end, solicit to the fullest extent possible the cooperation of school authorities and other public or private agencies interested therein; Policies for the acquisition, development and improvement of parks, playgrounds and facilities for recreation.

Paths, Open Space, and Creeks Commission

The Paths, Open Space, and Creeks Commission shall consist of five (5) members. Members shall be appointed as follows: Three (3) of the members shall be residents of the City and two (2) may reside outside the City but within the Mendocino County. Members shall be appointed according to procedures established by resolution of the City Council. Members shall be appointed for a term of three (3) years which terms shall be staggered.

The Paths, Open Space, and Creeks Commission shall have the power and duty to recommend and advise regarding: Efficient implementation of the open space and conservation element of the Ukiah general plan; Efficient implementation of the pathway sections of the transportation element of the Ukiah general plan; Procedure and funding mechanisms for acquisition, preservation, and effective stewardship of City paths, open space, and creeks.

Regular Meetings are the 3rd Tuesday of each month at 4:00 pm.
Workshops are the 1st Tuesday of each month at 4:00 pm.

Planning Commission

This five member Commission meets at 6:00 p.m. in the Civic Center Council Chambers on the second and fourth Wednesdays of the month to make determinations on development projects within the City. 

Said Commission shall consist of five (5) members who shall be registered voters of the City. At or near the beginning of his or her four (4) year term of office, each member of the City Council may nominate one commissioner who shall be appointed to the commission, if approved by a majority vote of the City Council. Each commissioner's term of office shall coincide with the four (4) year term of office of the City Council member who nominated him or her, regardless of whether that City Council member serves his or her full four (4) year term.

It shall be the function and duty of the Planning Commission to prepare, make and adopt, subject to the provisions of law, a master plan for the physical development of the City, and of any land situated outside the boundaries thereof which in the Commission's judgment bears relation to the planning thereof.

Traffic Engineering Committee

This eight member Committee meets at 3:00 p.m. in the Civic Center on the second Tuesday of the month as needed to serve as the City’s Traffic Engineer. 

The Committee shall consist of the City Manager, the Chief of Police, the City Engineer, the Planning Director, the Superintendent of Public Works or their duly appointed representatives, together with a representative of the local transit authority, and two (2) City residents of driving age, each of whom may from time to time be determined and appointed by the Council. The chairman shall be chosen by vote of the committee. Any member of such committee, whether appointed by this Chapter or by action of the Council, may be removed by the Council at any time.

It shall be the general duty of the City Traffic Engineer to determine the installation and proper timing and maintenance of traffic-control devices and signals, to conduct engineering analyses of traffic accidents and to devise remedial measures, to conduct engineering and traffic investigations of traffic conditions and to cooperate with other City officials in the development of ways and means to improve traffic conditions, and to carry out the additional powers and duties imposed by ordinances of this City. (Please note: whenever in this Chapter the designation of term "City Traffic Engineer" is used, it shall mean the committee comprising the office of City Traffic Engineer acting through a majority of the members thereof, or a duly authorized representative of the office of City Traffic Engineer.)

Ukiah Redevelopment Agency Low and Moderate Income Housing Advisory Committee

This thirteen member committee meets the third Wednesday of each month to address the issues of low and moderate income housing within the community.

The following organizations shall be represented on the Low and Moderate Income Housing Advisory Committee: Community Development Commission of Mendocino County, County of Mendocino Department of Social Services, Ford Street Project, Mendocino-Lake Community College District, North Coast Builders Exchange, North Coast Opportunities, Legal Services of Northern California, Rural Communities Housing Development Corporation, Ukiah Community Center, Up to three (3) Special Needs Representatives (appointed by Redevelopment Agency Staff), Banking, Lending/Financial Institutions appointed by the Committee.
