Ukiah’s government operates as a council of 5 elected members (City Council), one of which acts as Mayor. The Mayor is no longer an elected position chosen by the electorate. Instead it is now a position appointed by the City Council on a rotational term basis. As decided at the December 6, 2006, City Council meeting, the action was:
To begin with one-year terms and for those [Councilmembers] having 2 years left to their terms to begin the cycle [of being Mayor] and rotate according to seniority through the others.

The City Council appoints a City Manager who oversees daily operations and City business. City Council meetings are held on the 1st and 3rd Wednesdays of the month at the Ukiah Civic Center starting at 6:00 p.m. These meetings are generally open to the public and provide an open forum for public comment as well as an opportunity to hear reports from City staff on current projects and City business.
